NIN Registration; Top 10 states with highest NIN enrolments as of November 2022
Nigeria’s identification database has been up and running since 2020. The Nigerian Communications Commission (NCC) requires that all telecommunications subscribers link their SIM cards to their National Identification Numbers (NIN).

In the previous two years, the NIN database has grown dramatically as subscribers without NIN were required to enroll in order to use telecom services.
As of October 25, 2022, the National Identity Management Commission (NIMC) reported 90.68 million NIN enrollments. This indicates that 17,98 million new enrollments were reported in 2022 alone. As of last year, there were 72,7 million students enrolled.
Population distribution differs between the 36 states of the federation and Abuja, as you may be aware. And this impacts the amount of telecom service subscriptions per state. The ten states with the most NIN enrollments as of October are listed below. This reflects their mobile subscriptions as well.
10. Bauchi (2.3 million)
According to the most recent NIMC data, Bauchi is one of the leading states with the largest number of NIN registrations. As of October of this year, Bauchi State ranked tenth on the list with a total of 2,3 million enrollments. As of the second quarter of 2022, the National Bureau of Statistics (NBS) reports that the state had a total of 4,2 million active mobile subscriptions.
9. Delta (2.4 million)
As of October, Delta State is ninth on the list with a population of 2,4 million. In Q2 2022. The total number of active mobile subscribers in the state was 7,300,000, according to NBS data.
8. Streams (2.7 million)
Based on October data, Rivers State was the eighth state with the greatest NIN enrollment numbers. There were 2,7 million individuals registered in the state’s database. This also reflects the state’s mobile penetration, as it had 7,3 million active mobile subscribers at the end of June.
7. Katsina (3.1 million)
Katsina, the home state of President Muhammadu Buhari, ranked fourth with 3,1 million NIN enrollments as of October 25. According to NBS data, active mobile subscriptions in the state reached 5,3 million in the second quarter of 2022.
6. FCT Abuja (3.2 million)
According to NIMC data, the Federal Capital Territory (FCT) Abuja was among the top ten states for NIN enrollment. As of previous month, Abuja had a total of 3,2 million enrollments and ranked sixth. As of the second quarter of 2022, the number of active mobile subscriptions in Abuja was 9.7 million, according to data from the NBS.
5. Oyo (3.6 million) (3.6 million)
As of last month, 3,6 million inhabitants of Oyo State had registered for a NIN. With 3.6 million enrollments, the state occupied the fifth spot among the top ten. State is also one of the states with a big number of mobile users, according to NBS data. As of the second quarter, its active subscriptions numbered 10.8 million.
4. Ogun (3.7 million) (3.7 million)
As of October, the South-Western state of Ogun has the fourth-highest number of NIN enrollments with 3.7 million. In terms of mobile subscribers, Ogun is also above the national average compared to other states. According to NBS data, the State has 12,3 million active mobile subscribers in the second quarter of this year.
3. Kaduna (5.4 million)
Kaduna is one of Nigeria’s most populous states. The number of NIN enrollments in a state reflects the state’s population. The state has reported a total of 5,4 million identity number registrations. Intriguingly, active mobile subscriptions were lower than those in Ogun and Oyo, which were fourth and fifth, respectively, in terms of NIN registrations. According to NBS, mobile subscriptions in Kaduna reached 8.7 million in the second quarter.
2. Kano (7.9 million) (7.9 million)
Kano State is one of the most populous states in Nigeria, therefore it comes as no surprise that it has one of the highest enrollment rates for NIN. As of October, there were 7.9 million students enrolled in the State. As of the second quarter of 2022, the State had a record 12.5 million mobile subscriptions.
1. Lagos (10.2 million)
Lagos, the commercial hub of Nigeria, retained its position as the city with the most NIN registrations in the country. With 10,2 million registrations as of October 2022, Lagos topped the list. As of the second quarter, the State had 25 million mobile subscriptions, more than any other state in Nigeria.
